Shui Razor cashes in his winning ticket at Ladbet International. Suki Hall is at the presentation ceremony with an official from the company, for this PR shot. The whole world cheer the Japanese rescuer for his bravery, having lost two ships to Kulo-Luna. He still dived into dangerous netting to save Kuna, the baby humpback whale. He hopes that Kulo-Luna will not sink any more of his vessels. And he has a new respect for humpback whales. John Storm is both amazed and pleased to find Shui had been betting on Kulo-Luna to win.

Shui Razor (above) is a cunning pirate whaling skipper and former street fighter. Once focused on a target, like a Canadian Mountie, he does not give up easily. During the chase, Shui becomes quite fond of Kulo-Luna. For her bravery and fortitude, in a fight for her life and that of her baby. He secretly wants the whale to survive, placing a bet at Ladbet International. Rather foolishly, risking his life savings. Shui hates discarded fishing nets, and fish being polluted with carcinogens from single use plastic.

Shui Razor is an experienced fisherman, recent whaler and captain of the Suzy Wong. He grew up near Nagasaki, the son of a European mother and Japanese father. He is a former street fighter and long term friend and rival of Stang Lee from the streets.

He does not like being ordered about by some of his black market bosses, led by Zheng Ling, and frequently disagrees with their methods from a moral point of view - but the cartel continue to use him because he gets results. All is not what it seems. Shui would like to quit and pursue a different career path.

Shui is concerned about the depletion of fish stocks and endangered species, but keeps this to himself, as he investigates the workings of the supply system from within.
